Brad Lerner

Brad Lerner is Associate General Counsel and Director, Parity Compliance for Beacon Health Options. He is a practicing lawyer and government relations professional with more than 20 years of public and private sector experience analyzing and addressing regulatory issues, including complex health care policy. In addition to advising senior management on health care reform developments, Mr. Lerner focuses on creating strategies to implement the Mental Health Parity and Addiction Equity Act of 2008 (MHPAEA) and the Affordable Care Act. He also provides legal advice to Beacon’s business operations regarding regulatory compliance information; regulatory analysis and interpretation; and contract analysis, development and negotiation.

Mr. Lerner is seen as a leading expert on MHPAEA analysis and compliance, having led numerous panel discussions and speaking engagements. Additionally, he has been advising the Kennedy Forum and the Association for Behavioral Health and Wellness on parity-related issues regarding implementation. He is currently the Co-Chair of the American Health Lawyers Association’s Behavioral Health Task Force, Payors Subcommittee for 2016.

Before joining Beacon, Mr. Lerner worked as a regulatory attorney at the Federal Communications Commission and as in-house counsel at Cavalier Telephone, LLC. He holds a bachelor’s degree in English from the University of Michigan and a juris doctor degree from Wayne State University Law School.
